If you are currently in the National Guard, you do not "re-enlist with regular Army" in the same sense.
If you want to re-enlist, you will stay with the Guard, and that will go through your units Retention NCO. That is done a year out from the end of your contract.
If you want to go Active Duty, you need to go see an Active Duty Recruiter, not your units Retention NCO. They will give you a conditional release form to send up your chain of command. This can be done now.
You need to be released from the Guard, and then you can join Active Duty as a new accession. You will be -leaving- the National Guard, and joining Active Duty Army, new packet and all.

Go in and talk to your unit retention. They will have the best answers for you.
