I was given a 180 suspension and demoted but I was wondering, how long will it take once my suspension is up in September to make pfc again and then how long i will have to hold pfc again before making e4?

I won't go into details but I did some stupid shit and got busted down to E1 and a General Discharge. Stayed out a few years and came back a much more mature and better Soldier. I started over as a 30 year old Pv1. The 'how you pick yourself back up' statement is SOLID FACT. 13 years later, I just pinned SFC.
I say this not to brag but as an example that you can and will move forward and excel but there's only one person that can do it, the guy staring back at you when you shave each morning.
Drive forward and don't just do the bare minimum, OVERDO EVERYTHING. And when you've come back and made your goals, don't forget the lessons learned and pass them forward to your Soldiers.

I know this is an old comment. But very encouraging. As I am working on getting back in after a general, right now.

You will just need your time in grade once more. Make sure that your flag gets lifted when it is supposed to be and you should need the six months time in grade before you make E3. Then after that you will be back on normal track for E4.

I will have been in for 2 on July 7th. So since I have over 18 months TIG, I can get waivers as an e3 after 6 months of having e3?

Exactly. But as I said, you will want to make sure to keep track of that 180 days. Sometimes the command or training NCO forgets to put in the paperwork to remove your flag, it happens quite often actually. If your flag is not removed you won't see any promotions at all. When your time is up just make sure your PSG knows to get the flag lifted. Also, check with the S1 with your NCO to stay on them to remove it.
