Interesting idea. Where do you think such a complaint should be filed?
I think the court of public opinion will be much more fruitful than a legal lawsuit.

actual top, the business refuse to hired a veteran's but yet they will hired a civilian whose work for DOD do the same things a Veteran's did as over 40 52 years old and protect veteran's since 1st gulf war . They can not tell a veteran he or he is not qualify for a job that veteran's is fully qualify for any job that have veteran's is. They can not denied a veteran's a job because of his or status TOP

As someone who both works for a federal agency and the Army in the USAR, I think I can speak with some authority on this.
First question that comes to mind is how is the employer aware of your veteran's status? Are you consciously highlighting it on your resume, or does it come up in the later vetting/interview process? If either seems to be why you are not being hired, I'd suggest a change of strategy. Truth is, an HR representative is looking for a certain archetype, and if you are "unconventional", you get eliminated in a competitive job market early on.
Next thought is, have you had someone professional look over your resume for you? In this day and age, personal interactions and character (at least at hiring) are overshadowed by a computerized process looking for keywords and - when they get that far - red flags. After your resume, try googling yourself and see what comes up. Social media is a deathtrap for the unwary job-seeker.
Look SGT Jay Ehrenfeld, I don't know much about your individual situation, but there are some good resources out there. Check out the VA's site for help or check out the ombudsman at your local VSO.
I wish you good luck at finding a solution.
