What regulation states that an Army Reserve TPU Soldier cannot travel to annual training in an IDT status?

AR 140–1, 3–16. b. "Use of IDT periods to travel to or from AT site(s) other than home station is prohibited."

At this point, it should not matter. If the place of duty is not the Soldier's HOR or within commuting distance, the Soldier should do DTS to be reimbursed mileage and any other authorized expense.
If the place of duty is at the unit, then the reimbursement would be for travel TO and FROM the unit only; any further movement to a training area would be via government conveyance in most circumstances.

I read ch 7, I do not see anything that says a RC member cannot travel form the unit of assignment to annual training (TDY).
