Is the appointment of the 2nd Army Staff Senior Warrant Officer a progressive talent management move or a setback?

The CSA selection for the next Army Staff Senior Warrant Officer (ARSTAF SWO) is CW4 Billy L. Frittz. He is the CSA Assistant Executive Officer (AXO) and will serve concurrently as the ARSTAF SWO and advocate for Warrant Officers on behalf of the Army Senior Warrant Officer Council (ASWOC). He will work closely with the ASWOC to advise the CSA on the training, military and civilian education.

I am not sure the CSA realized how this appeared. It's one thing to appoint CW4's to CCWO positions (where they would get their CW5), but this is supposed to be the top warrant position in the Army. I mean the position should be worthy of at least an existing CW5 (in my opinion), just like you wouldn't make an E8 the SMA. Additionally this makes it look like he is either picking some random CW4 or someone who he is "friends" with. I get that the CSA may want someone he can trust, but doing this seems like a slap in the face to every other qualified CW5 in the force. Hopefully our CW5's out there are voicing their concern on this, however, the CSA does not seem like someone who will easily change his mind once his decision has been made.

I think there are about half of the 578 CW5's out there that concur with you, the other half may not even know there is or was a ARSTFSWO.

On top of everything, I haven't heard or seen anything from the new ARSTAF SWO since he took office. Clearly the position doesn't seem to be as important by the Army Staff anymore. Does the position technically even still exist?

The whole question is moot. We need a CWOA, just as we have a SMA, and that CWOA needs to have the same type of portfolio for Warrant Officers as the SMA has for enlisted soldiers. Otherwise, what's the point?

My path to Warrant seems like it gets very complicated down the road. Still I kind of like the idea of a Chief Warrant Officer of the Army, why not? We have an Enlisted representative why not a Warrant as well?

I suppose something to look into Sir is how was the SMA created? The Army is always changing, it never stops. So the inclusion of an actual CWOA could very well be possible. At one time the First Sergeant was a Staff Sergeant with a Diamond. At one time there were no E8's or E9's. At one time Warrant Officers were Clerks and the corps only had 2 ranks where now it has 5.
Then of course everyone has to follow suit, well everyone but the Air Force since they got rid of their Warrant Officers.

Time will tell I guess. However, every unit seems to have a Command Master Chief (Read Command Sergeant Major, or whatever rank). Is turning the services into PC groups like so much of society since the Obama Administration?

The ARSTAFSWO was created by CSA Odierno and the Command Chief Warrant Officer by CSA Dempsey. Very new positions to garner the warrant officer cohort with a myriad of responsibilities. Ever since the Warrant Officer Corps was eliminated, each branch has had ultimate management of their warrant officers. With the dispersion, there have been many regulatory lapses where WO input/oversight was not present. One example would be the rewriting of the AR 670-1 where the latest copy had the warrant officer going back to brown and gold WO branch colors and wearing the "Eagle Rising" in lieu of their branch affiliation.
