Are there popular civilian structured leadership development courses similar to Self Structured Development and NCOES?

Not sure of courses, but you can definitely look into getting a PMP certification

John Maxwell has some good courses (5 Levels of Leadership, The 360 Degree Leader, etc...) but not as hands on as PME. It gets away from "Command and Control" style of leadership which is the model most American manufacturing companies have used for years.

I'm not familiar with that one but here is a link to the class that I teach for our company. It's a transformative learning that has had a great impact on our company. I started with our current supervisors and managers and the second group were those who had aspirations to move up in the organization. It is also great for getting people to work across departmental boundaries.
