Should the Federal Government create a contingency FAR to ease overseas contracting requirements?

I was actually going to post the FAR link until I realized CPT M. had already done it for you, that will answer about 80% of most questions you could have, and there are subsequent links on the site that could answer the others as well.

Sir, I believe there is sufficient guidance in the Federal Acquisition Regulation (FAR) to read nonstop for 100 years.
In addition to that is the interpretation of the guidance, since we both could read the same thing and come up with different interpretations.
That being said, Do you have a specific question? I may be able to provide my 2 cents.
For the acquisition in Contingency Contracting the guidance will mostly fall under FAR 13 (Simplified Acquisition Procedures) since the thresholds are dramatically increased during contingency operations. As it is the case with Government Credit Card purchases.
Post award, contract oversight, contract administration stuff can be found around FAR 40s and 50s
Also, always look at the applicable DFARS (DoD FAR supplements) and AFARS (Army FAR Supplements) as it may have specific guidance to the situation.
