If demoted to SPC (8.5 yrs TIS) and ADM SEP is being processed, would RCP (180-day rule) occur before the chapter is complete?

Once you're demoted and you're past your RCP, you're new ETS is 180 days from your date of separation. If you're command can separate you before that, then the provision you are separated under will be the chapter and nature of your discharge.
If you are not flagged, you will be eligible to join the reserves and receive separation pay for RCP.
It pays (literally) to play nice with your chain of command, keep your nose clean, make amends, and ride your time to ETS being a benefit to the unit.

SPC Brady Allen - that's exactly right. However, you may still be eligible to join the reserves at a later date.

Well I was just told a minute ago from CoC that once the ART 15 comes back from JAG, that the ART 15 packet and recommendation will be sent to the USAEUR Commanding General to see if he recommended Chapter or if he will just let me RCP. This is very confusing at times.

SPC Brady Allen - no matter what your ETS date will be changed. That is immutable. At that point your chapter is in a race against your new ETS. You may not be retained past your ETS unless you are being charged in a court martial.

Young man the Army benefits from you not meeting your RCP, that is just honest and depending on the circumstances I have seen Soldiers denied that lump sum.
