I certainly hope so. Not so much where I live but the coastal areas would be very hard hit.

Not unless utilities have an incentive to invest.

You no longer exist is a pretty big incentive if you ask me.....

Until some senior official in the utility feels the pain, they won't make the investments necessary. Usually that involves a government rule or a publicly embarrassing situation.
