Is Dislocation Allowance no longer given when PCSing if you have a GTCC? If so how do you pay for stuff you can't use the GTCC for?

If you have a GTCC, you can no longer get advance DLA. You'll get your DLA when you process into your new duty station.

Key words are advance, no reason to get an advance when you have a credit card. You may still get an advance for travel more than 30 days. (so you can pay your CC off)

DLA is paid if you are entitled to it, that entitlement has nothing to do with a GTCC, as Guy Butler mentioned getting an advance is harder with a GTCC. http://www.defensetravel.dod.mil/site/faqdla.cfm

This has been the plan for a while. I had a PCS last year in October and while my GTCC was turned on I did not use it. It's not being enforced.
