Has anybody been blocked from Captain's Career Course Phase 2?

So this will only apply to a few of you... but have any of you been blocked from going to CCC phase 2, even multiple times? I was blocked as a junior O-3 because I had a research grant (which was amazing as an O-3) in 2010, blocked in again because I deployed in 2012. Made MAJ (without CCC phase 2) while I was in Afghanistan, and HRC bumped me when I returned because they said they had "soldiers who needed the slot more" since I was already promoted.
The Army REALLY needs to look at this. If you're highspeed and doing things, it's very difficult to take off for 10 weeks.

It's not an Army issue. It's an AMEDD issue and a leadership issue. Your boss should be able to function without you there for a couple of months. If not there is something wrong.

MAJ (Join to see) The issue this time around is that our new director just arrived, we just lost our civilian deputy, and we lost the GS-15 managing our DHP money. HRC was cool about it and has already rescheduled me to give me time to help out while new personnel arrive. It's really the previous times that I was more using as an example - having grants that you have to be in the lab to execute for years, deployments, and HRC bumping you.

Pushing off PME for the needs of the unit has always been an Army wide issue with commanders and senior NCOs with more rank than sense.

As I said in the other thread about the CCC, I was bumped from phase 2 several times over several years. For me, the issue was never my command, but rather HRC bumping me for undisclosed reasons (although on a few occasions it was allegedly because of higher-priority personnel).
The biggest thing is persistence, but like MAJ Petrarca said, contacting an O-7/8 can't hurt at this point, nor can talking directly to your Branch Managers at HRC.

You need to give the first O-7+ in your CofC a big wet WTF, MAJ Dews. This will come back to bite you later especially if your getting the 2-step about being over-grade for the school. If you can not get a waiver allowing to continue on with your remaining professional education, and the time to do it, you are being done a huge disservice. Also a deployment shouldn't be a block. I know several officers who went TDY from a deployment to career schools. I was at Dix Pre-deployment and I was sent to Gordon to complete SOAC-RC being NG I was still grandfathered in to do that ILO CCC. Hopefully this will work out for you.
