If you had an NCOER from two years ago that had already
been posted by HRC but then you found some (bullet) corrections that
needed to be made how long can one  wait
to re-submit an NCOER after every one has resigned it?

Good advice from most,

 

 - You cannot "replace", only appeal

 

 - excerpt from DA Pam - "claims by rating officials that they did not intend to evaluate as they did will not, alone, serve as the basis of altering or withdrawing an evaluation report. Rating officials may, however, provide statements of support contending the discovery of new information that would have resulted in an improved evaluation had it been known at the time of report preparations"

 

 - Research AR 623-3 and DA Pam 623-3 for the proper steps

If it is bad enough you could probably get it repealed. If not, just live with it. You made senior without any problems. You could always leave comments or write a memo come board time.

The NCOER wasn't bad actually it was good and it was a 1/1 but I needed to change something because I know that I wasn't entitled to it. Honesty is always the best policy for me.
