If you could suggest anything about logistics, how would you rework it to make it more efficient?

"More efficient"? You seem under the impression that military logistics is already somewhat efficient.

Based of what my brother told me about the Logistics and supply within the military, it sounds like of like a you have to know someone within the logistics, to get what you need.
IE: Squad leaders get optics and batteries, and all the goodies, when all the E1-3's get are pens.
(My suggestion would be a re-vamping of logistics funding. Instead of just increasing the budget I would suggest making sure that the budget reaches places it needs to. Distribute the money where it is needed, and cut the funds where it is not.)

Military logistics are decentralized. Various software systems make logistics efficient down to the company supply room and BN motorpool parts cages. At that point, it can become "need versus want", and generally, an individual following a commanders policy controls the issue of materials. Adjusting funding is a good suggestion, but only if you can predict and pin point material usage and location. That's a tough nut to crack in the fluid environment of prepare / deploy / recover.
