So I know an E5 select wanting to switch to Army or Marines. Would he be able to keep E4 or if he puts on E5 if he put on before switching?

Just a point on the topic of transfer, as I understand it with transferring into the Marine Corps, it used to be that they had to go through full USMC Basic.
I would imagine that the rank question would depend on the criteria by which the other branches promote. For example, just because one completed ALS, it doesn't mean that they are GTG for WLC (formerly PLDC).
I would think that a quick call to an Army and/or Marine recruiter would glean that info. They can review your RIP and let you know prior to making that critical decision to transfer. (fingers crossed) :)

I can't answer to the enlisted side, but at one point I was considering going from Air Force to Army as an officer. I was told that I would be able to keep my rank and time in grade. I would have that person check with the recruiter and a career counselor for both branches.
