Does anybody here know where in the East Coast they do the The German Armed Forces for Weapons Proficiency Competiton (Schützenschnur)?

I couldn't find anything about the "Schützenschnur" specifically for your area. But at Ft. Benning they held a GAFPB test this year. That may be a good place to start as far as finding what you want.

Soldiers test for German Armed Forces Proficiency Badge
More than 120 Soldiers from across Fort Benning completed requirements for the German Armed Forces Proficiency Badge Jan. 8 and received their badges during a ceremony that took place at Sand Hill.

Thanks for the info, but Yes I already contacted them but they only do the GAFPB which includes swimming and road march and the weapons qual portion. I just want the Weapons Qual part.

Contact your post (or nearest) German Liason Office and ask. They usually do one a year at most bases. You don't have to be in Germany. It just requires a signature of the Liason Officer.
