Go to the JROTC website and download the packet. All information is self explanatory. Once you are certified, you can teach anywhere in the United States.

The best information on this comes directly from the source. From what I have heard, it is quite competitive for NCO's, especially for E7's and E6's. First requirement is to be retired with min 20 yrs TIS. There are hard to fill slots that may be easier to get, but are usually in inner city schools in major metro areas you would have to be willing to relocate to. http://www.usarmyjrotc.com/employment/prerequisites
