I have to fill out an SF-86 and other forms for my new unit in my free time and I'm under the impression that I cannot be reimbursed, does anyone know if this is 1380-able?

NO. Your SF-86 requirement is not a wrong from a commander you can file a 138 for.

Doing things on your own time happens much more frequently as you pick up rank in the reserves. If you can plan ahead of time and get approval for using a 1380 that will be your best course of action, but I haven't seen much success of this as long as I've been in. Once you make SGT you will be able to add your extra time and effort as bullet points on your NCOER.

I've done a ridiculous amount of work outside of drill weekends. I keep a spreadsheet of my hours and what I've accomplished and file for points rather than monetary gain. In the end pints is money towards your retirement. Last year I earned an extra 38 points just for doing my job outside of normal drill weekends.
