I served 2 1/2 years OCONUS(Germany) and curtailed 6 months early. Did I earn an OSR?

Under normal circumstances, the answer is yes. However, the reason for your curtailment could change this to a no. See both AR 600-8-22 and AR 614-30. AR 614-30 will be the key.
Reference - AR 600-8-22, chap. 5, para. 5-4.
c. Soldiers must be credited with a normal overseas tour completion in accordance with AR 614–30. Service members who have overseas service with another branch of the U.S. Armed Forces must be credited with a normal overseas tour completion by that Service to qualify for award of the Army OSR.

I realize this thread is almost a year old, but I find myself in a sticky situation and need guidance. I served 2 1/2 years in Hawaii and had my tour curtailed in 2012 due to a high-risk pregnancy where it was determined that transfer to CONUS prior to the third trimester was in my best interest. My resignation packet, signed by the 25 ID CoS, approved my curtailment. When I out-processed at DHR my 5th OSR was annotated on my DD214. Now I am in the reserves and my board file for the FY17 MAJ APL PSB is about to close. My UA and the training OIC who handle all full-time operations for my unit are arguing that they can only certify 4 OSRs because I did not serve a "full 36-month tour." This is happening days before my board file closes and there is no way I can get my DA photo retaken in time. They have literally questioned EVERY SINGLE AWARD on my ORB/2-1, and I have had to provide documents for each one (that they swear they can't see in iPerms even though I'm pulling them directly from my OMPF). This last OSR is the only hurdle, and of course they are maintaining that this isn't personal, even though this last minute 3-5 second rush to scrub my ORB before the board file closes seems highly suspect to me. Regardless, if I am, in fact, entitled to the 5th OSR, what in God's name do I need to provide to them to prove it? My UA insists that because my separation orders don't mention anything about "normal tour completion" I'm out of luck and he won't certify it. I've spent weeks practically memorizing ARs 600-8-24, 614-30, and 600-8-22 and am at a loss for answers. This is beyond frustrating, because I've had my ORB certified I have given them my curtailment memo from my UQR packet, DD214 (although it isn't allowed to be used as a source document anymore), and all of my orders. Any advice would be appreciated.

All I had to provide at my new unit were my orders to and from Germany. Even though I hadn't served my full tour, I was still awarded the OSR. I don't remember exactly where I found it but your situation seems pretty close to mine.

SGT (Join to see) - Unfortunately, the proscribed tour length for Hawaii is 36 months, so the fact that my tour was curtailed at 31 months is the sticking point for my unit. Very frustrating. I voluntarily resigned my commission, so the reg doesn't support OSRs for voluntary curtailments. The only reason I resigned and requested curtailment was because I would have been taking terminal leave in conjunction with maternity leave around my ETS/tour completion date after a high-risk delivery and would have had to PCS CONUS at the worst possible time. DHR at the Schofield transition center annotated the OSR since everything was approved by the 25ID CoS. Everyone I've spoken with at HRC seems to think there is something fishy about this last OSR being contested right before my board file closes and it's already been certified.
