Its easy. Ask them how you are supposed to get around without a rental car? Taxi is an option but expensive as hell. POV is definitely not cost effective vs. the rental.

Perhaps the issue is not within the JTR but your unit been stingy rather than make your trip efficient?

Sir, That's a possibility. But so far it's just word of mouth. The last ALARACT I could find said the rental car was highly suggested.
