I have 4 years of prior service already. Now I am entering the coast guard as an E3 because I could not go in as E4. Now for the debt to income ratio will they go on me getting paid as an E3 with 4 years of service? Or paid as a new E3?

Prior service Army guy here. Your time counts for pay and retirement. Be forewarned...It also counts for High Year Tenure calculations.

Ryan, don't forget that any DEP and Reserve time also counts for pay. Your Recruiter should be front-loading you with all of this info.

Or does DEP not mean Delayed Entry Program in the C.G.

DEP as in: Delayed Entry Program. I got credit for a month and a half when I reenlisted... BUT - if you have multiple breaks in service, only the INITIAL DEP counts. On top of this, the Inactive Reserve time after the initial enlistment counted for pay purposes as well.
