Just wondering what your opinions are regarding room for improvement on an NCOER. For example, lets say you have recieved a 1/1 rating on your last few NCOERs, which is totally subjective, and upon reviewing your current working NCOER, your reviewer states that you should receive a lower rating to provide "room for improvement". Should your or should you not have an issue with this?

If it was me and the rater cannot provide me a valid reason for a lower rating, I would definitely have an issue with it, the NCOER should reflect your performance, if you are good you are good, if you suck you suck period.

The needs improvement is BS. I have heard this countless times in the past. It seems the down playing of evaluations has been part of the NCO culture for the longest.
