The president cannot declare war, that is a function of congress.

Sgt Tom Cunnally - No, it's so they can appear tough on a group that even attacks us here at home, while not actually doing anything about it more than dropping a few bombs occasionally. Gotta work that fear-and-assurances vote from the sheeple.

It is quite clear the Islamic extremism has declared war on the West. We should become the hunter and not the hunted: how?

The president customarily asks Congress for a declaration of war, but the Constitution says that the authority to declare war resides in Congress. It has occurred to me that most Americans and their elected representatives would rather avoid these issues than take action. We're too busy with Pokémon, texting while driving, partying, and making money to upset the apple cart with anything as barbaric (shudder) as openly declared warfare on a non-nation entity which hides in failed states and uses assassin tactics: Old Man of the Mountain: look him up.

We should quit kidding ourselves, our forte is not negotiations. What we're good at is combat operations. Maybe we should grow a pair.

Congress has a long history of not wanting to declare war. It is a large responsibility, and they seem to prefer playing political back and forth games, occasionally authorizing funding but not declaring war. The last formal declaration of war was WWII, so I wouldn't hold your breath for one on the Islamic State.

Absolutely, but he won't because he sympathizes with them.

Let congress decide, he shouldn't to do an end run around them.

SGT David A. 'Cowboy' Groth - A few members of congress are voicing their support to do more to combat Terrorism but again they are just all talk and no action.
The tragedy in Nice France has really shook up our government so let see if there is any leadership to get the Muslims States and NATO more involved in the so called war against Islamic Jihardists..
