I would begin by shutting down a few: Education, Energy, and Homeland Security. Then my first pick would be for the Dept not listed, Jusice: Trey Gowdy

and reposition Justice under SCOTUS.
Also combine Interior and Agriculture, along with HUD and HHS under Commerce

I would agree with that. If not him, then I'd go for for SMA Raymond Chandler who battled PTSD and overcame it. What better person to have in charge of the VA than someone who knows exactly what the veterans are going through.
