Specifically, the newest version i can find of 3-20.98 is ATP 3-20.98 dated April 2013, but there is also still FM 3-20.98 dated August 2009. The problem is that the FM is about 3 times as long as the ATP. Is that normal for a new version to be condensed that much?

ALways look at the into pages of the "new" pub, it will have info if it supersedes, supplements, or something else.

Roger, I saw that. But that is part of why it is confusing. Because, ATP 3-20.98 (2013) doesn't say that it supersedes FM 3-20.98 (2009). So would that mean that both are still relevant?

Check the 25-30 at apd.army.mil to see which is most current. Anything that has been superseded will show accordingly.

Im looking at apd.army.mil right now, but im not sure what you mean by 25-30?

SPC (Join to see) - Ya I see they "fixed" the site. Use the Search submenu. If the pub does not show, then it's obsolete.

Before they "fixed" the site, you could query a form or publication and it would show if it was still G2G or not. If not, the site would say what the new form/pub is. Another example of progress not equating to improvement.

One reason the ATP may be short than the old FM is they may have taken some info out and put it into an ATTP, ADP, ADRP, or a TC. They all cover different portions of the same types of operations. The number should still be the same to help you identify what those different pubs cover. Army Publishing Directorate does a pretty good job of identifying which pub is the most recent, and should be used.
