If I ETS in November, but my RCP is in October, will I ETS as normal, or will I RCP?

My ETS is NOV 2017, but I will have been an E-4 with 8 years' service on 5 OCT 2017. Given that the retention control point (RCP) is so close to my ETS, would I still separate as normal? Or would my separation happen involuntarily due to RCP?

You will still ETS in November. Per the current guidance in regards to RCP you are in a sense grandfathered in. The clause says that you will be ineligible for reenlistment but can still finish your contract.

Follow-up question though, if I were to re-enlist during my upcoming window, would that still put me in the "grandfathered" group, or would re-enlisting then make me eligible for RCP?

As far as I am tracking you would not be eligible for reenlistment of Active duty due to your RCP date of being before your ETS. The only options that you would have available to you are National Guard or Army Reserves due to RCP not applying to them. Another alternative is to get promoted then you would have 14 years active service until RCP. You still have over a year to accomplish this if you choose that route.
