Base security to me is more of a visual deterrent. I find that anyone with an ID can get on. I also find that a lot of the time the guards, esp during high traffic times, don't look at the ID cards and just wave people through.
Plus most bases don't have fences all the way around...that would require a lot of fence, so really anyone can walk on. I have also seen people hunting on base who have parked off the highway, although this is highly illegal without prior authorization, the Provost Marshals office (PMO) cant be everywhere....plus they are hurting for Marines to fill those positions.
