What is "12+2" as it relates to mental health?

I sat in on a high-risk Soldier meeting this morning, and one of the civilian behavioral health workers brought up a tool she uses called "12+2".

Can anyone give me more information on that?

or Section 12(2) of the Mental Health Act 1983 states that one of the medical practitioners making recommendations in respect of applications for the involuntary admission of patients to hospital under Part II of the Act should be individually approved by the Secretary of State as having ‘special experience in the diagnosis or treatment of mental disorder’.
