I seem to remember there was a regulation or policy that required commands to give SMs time during the duty day to complete NCOES DL. I've exhausted my google-fu and thought I'd ask the crowd.

I have always been told you complete DL courses on your own time. I make it a practice to set aside some time during the workday, usually during my lunch, to work on DL courses.

Although it is highly recommended to set aside time during your personal time to complete SSD or DL NCOES, SMs incur many obstacles such as internet connection with CAC enabled ability.
C CO 230TH BSB schedules time during MUTA 6,7 and 8 (usually twice a year) for SMs to complete.
As RNCO & PSG, I have been authorized to pay 1MUTA (half a day drill), if the SM brings their certificate in to drill and it was started, completed after the previous drill.

SFC (Join to see) - TPU Soldiers get paid 10 MUTAs for completing their SSDs on their own time.

For a Reserve Soldier, it is partially reimbursed; paid for with ATAs. The Soldier is expected to complete the course on their own, but they are compensated for a portion of their time.

1SG (Join to see) ATAs? Do you happen to have a ALARACT or DOD policy on hand that shows that? My BN and RPAC like to give me pushback about pay for DL training. I would like to have some ammo to fire back

MSG (Join to see) - I believe that there was a clarification published later on this setting a cap and establishing guidance on how much each course is worth, but here is the original policy.

MSG (Join to see) - I know in my command that the ATAs for DL were suspended for the balance of FY 16 as they ran out of money. Running out of money because lots of Soldiers take advantage of this to better themselves is a good problem to have. Now budget better next year.

Yes in most situations your chain of command has to allow something to happen whether it is actually within regulations or not.
