Can someone explain the new tier level system in the new Army Promotion system?

The tier levels are mentioned in the regulation where if you are a tier level 1 soldier your TIG and TIS is shorter compared to a Tier level 2 soldier however it doesn't detail what makes a soldier a level 1 or 2 and who is responsible for that decision. Any info would be appreciated. Thank You

SGT (Join to see) No. If you're NG AGR you fall under the NGABS. It's only for AD.

It's easy Tier 1 is 90% or higher or which ever top 10% of your graduating class. Tier 2 is just below or you got a counseling while at NCOPD. They explain on the ALC webpage
