What is an acceptable time period for a late NCOER?

What is an acceptable time period for a late NCOER? In my eyes the day that your NCOER is due it should have already been red inked and back down for signatures. I have found this is not always the case rater’s wait until the last minute without having a NCOER support form filled out to help build the NCOER and then ask you to write it. So, the question is when do you bring up the fact that your NCOER is x amount of time late to your Senior rater/Reviewer?

As a Bn CSM............
- I expect to see the Final Draft NLT 30-days after the Thru date.
- I expect corrections/signatures/upload to happen NLT 60-days after the Thru date.
- That gives HRC 30-days to review and return if errors and gives us plenty of time to make corrections/sign/upload prior to the 90-days after the Thru date to ensure there are no late NCOERs to HRC

CSM, that is interesting. My current NCOER change of rater has been sitting in Draft state for over two months now and my thru date has exceeded 90 days. Is there a time limit when someone besides myself begins to ask questions?

when you hand them your rough draft... I kid I kid... I tried (when I was an NCO) to gently remind my raters by giving them my list of accomplishments (written out as bullets that fit nicely into the NCOER) or just wrote it myself and gave it to them...

There is no excuse for a late NCOER! As a 1SG, I was reviewing rough drafts 60 days prior to the thru date and the BN CSM was reviewing it 30 days prior to the thru date. It would then get sent around for signatures right after the thru date.
If there are any changes within that 60 day window, it is easy to make adjustments

I think the 30 days after is the more practicle date. Soldiers should have the oportunity to be rated right up untill the thru date. That can't happen if it is being written 60 days prior.

I agree that asking for rough drafts 60 days out is very excessive, and honestly shows a lack of trust by the leadership. Leaders at the platoon level should be ensuring troops are creating bullets for their draft throughout the year, and collecting those bullets around the thru date. The deadline to HRC is 90 days after they date for a reason.
