S2 + S6 for the Navy = Information Dominance, but for the Army its been a great challenge. Thoughts? Why so much resistance?

Chief,
I think overall in the Army Reserves there are just too few officers, NCOs, and enlisted in these MOSs. I rarely see a fully certified 35 series Soldier. I see some that went to reclass for officers. They do not get the full MOS training and the rest of us just cover down either in those positions or in addition to our positions. We should strive to recruit more and also once they are in we need to hook them up with the units who need them and not double/triple slot them in the same position in another unit.

Sir, the tensions between MI & SC have always been there though, both Active and RC. Ive always gotten along with MI folks, but that doesnt seem to happen at the higher levels.

I have not experienced that tension in my dealings, but there has been confusion. Where is the line between operations in S3, S2, and S6 when it comes to OPSEC, COMSEC, and spillage? I was in the S3 as the OPSEC and ending up dealing with all spillage. I was happy that people felt comfortable to report it and I had to track down the S2 and S6 to get it worked at our level to report up to higher to get fixed.

It seems that the Army's answer was the establishment of the 17 series Cyber Branch in order to recruit personnel from the signal and MI community and provide an operational focus in terms of manning, training and resources to the cyberspace operational domain. The problem, in the near term, is that these so called Cyber Warriors are going to be concentrated at the strategic and operational levels vice tactical due to personnel and training constraints. As a result, personnel from the MI and SC communities at the tactical level are going to have to work together through mechanisms such as CEMA cells, as an example, in order to conduct integrate cyberspace into their unit plans. Given that much of our IT services and architecture is becoming increasingly centralized as an enterprise, cyber operations at the tactical level for the foreseeable future will be more focused on local DoDIN operations and '
block' operations in order to maintain confidentiality, integrity and availability of their respective mission command systems.

LTC (Join to see) - You are correct in that OPSEC is normally handled by the 3 shop (although it is everyone's business), INFOSEC falls into the S2 lane and COMSEC belongs to the S6. In previous units, we would establish battle drills for dealing with cross domain violations and disclosures of classified information that integrated all three stakeholders.
