When will the new tattoo policy affect new trainees?

We all know the new AR 670-1 came out with restrictions on tattoos below the elbows and knees. We are still seeing new recruits with sleeves and other out of regulation tattoos showing up for basic. Originally the rumor was if their contract was signed before 30APR14, they would be considered "grandfathered", however, we are well past that point. Another rumor is circulating that the tattoos must be documented and sent to Iperms within 30 days or trainee will be considered out of compliance. This creates another issue for an already packed basic training and many believe that the documentation won't happen because of time constraints setting the Soldier up for failure and possible separation action when they show up at their first duty station. Does anybody have any hard intel on the path forward?
