What is the average budget to maintain the Army Substance Abuse Program for a company, unit and/or brigade?

About an equal amount to do the lab testing and maintain trained personnel's certifications. Budget is controlled at the one-star level at my command, but I understand it to be a pretty nominal amount.

Unless things have changed drastically since 1994, there is no separate budget. Or I just do not understand your question.

SGT Jamell Culbreath - Not sure that comes out of the unit budget, it's mandated from higher. I will now bow out as it's well above the pay grade I held.
But I am sure that it is not cheap.

SFC Pete Kain - I don't know at what level the costs are captured. My guess is it is a branch wide event and hence, the expenses are centralized at higher units than the company.
