Training the military.Downsizing related.

Training is the most important need for the troops, unfortunately it is frequently the first to fall by the wayside during budgetary cuts and down sizing. Second to Training should be new equipment [not replacement].

The Military likes new toys, but if the troops do not know how to properly use them they are essentially worthless. Training and Tactics can over come most new weapons systems, they're just not as impressive as a new toy because they don't sparkle and shine. 

This is based on a soldier who got stabbed to death by 3 or 4 thugs going home in Washington State after serving in combat overseas.
