Excellent source reference! It does assist FEMA employees in the familiarization in the use of military during incidents; but IMTs still make the assumption or mistake that the military who responds know what the IMT policies and procedures are (Speaking as a member of an IMT and military).

Now the military have a 3 and 4 stars aiding in the preparedness and relief under HMLs auspices. What they bring to the fight is coordination skills, personnel, equipment, vehicles, planes, helicopters, ships, and logistics and signal.

I wrote the DFAS SOP for Disaster Preparedness and Relief on how to reach out to those at risk of not getting funds to commercial, civilian, military and retired folks due to the disaster.
The public does not know of the genesis for faster and more robust responses. It was a fun subject.
