MSG zones of consideration

Just curious did we go back to the old 24 month secondary zone 36 months primary zone? The MSG milper message says 2 March 2014 is the cut off date. If this is not a mistake is this because of new STEP system?

As far as I can tell, everything promotion wise is returning to pre war standards
