I know the new policy requires documentation of tattoos from the knee down. It also says inspection done in summer PTs so shoes and socks would be worn covering said tattoos on the foot. I already have a thought but am curious to others thoughts.

My reccomendation would be to document them especially if there is a chance that they could ever be seen. I don't know much about Army regs or uniforms however in the Marine Corps females do on occasion have to wear pumps and a lot of feet tattoos can be seen when wearing those shoes.

I would move out with the assumption that shoes and socks would be worn and the policy would not cover the feet.

Hello SFC Wesemann, in response to your question I would have the command refer to the DA Pam and all of the instructions which discuss the pictures being taken in the summer PT uniform. I understand where you are going with the swimming pool PT, however, that would be the only time anyone in the command would see the soldier's foot (well, hopefully anyway).

Last I checked, if a female was to wear the Dress uniform to a ball she would be required to wear pumps, as the low quarters are not authorized with the skirt. Yes, pumps would show the top of the foot. However, at least with the old policy of "not seen in a Class A uniform", a female with a tattoo on her foot would be required to wear the pants with low quarter shoes. Of course, it has been a while since I considered that portion of the regulation. Also, every ball I went to females were allowed to wear a regular dress.
