I know that maternity leave has been a long term leave program for decades at both the Federal and state levels Sgt Spencer Sikder. I think that is a reasonable program which helps to bond children with their mothers. Strong families bring many benefits to this nation.
If the program you are highlighting is supporting families to be close-knit and supportive of each other, productive, responsible, and law-abiding then I think it could be beneficial.

Unfortunately the article didn't share much detail LTC Stephen Ford. The two that I recall are The Family Medical Leave Act (FMLA) as well as the Family Friendly Leave Act (FFLA). The FMLA allows 12 weeks of "unpaid" leave and FFLA allows up to 40 hours of sick leave use (as long as the employee has it or will have it within the given leave year).
The difference is it appears is that Maryland Delegate Kelly wants the taxpayers to "pay" for 3 month of leave. As it sits now, a federal employee accumulates 104 hours of sick leave (every year of federal service) and if they new to the federal system 104 hours of annual leave (13 days each). After 3 years, the annual leave increases to 156 hours (19.5 days), eventually getting up to 208 hours (26 days).
And at this very generous rate, we still have issues with many agencies performance and productivity.....

Many countries in Europe has these rules too. Although I believe giving people time with family, unfortunately many don't have this option in the private sector. I for one couldn't afford to give my workers to do this. I think in the long-term if this happens, then either they need to see how the effects will be. Will they be more productive? Will more people join so jobs get more competitive? What I don't want to see is that people treat this like a goldmine and think they made it and no need to work hard.

MAJ David Chang while some other countries have very generous leave policies many also reportedly have very high income tax rates. France with a 50%, Germany 45%, Spain 49% and Sweden 59% to name a few.
