NCOER Bullets for tough mudder volunteer and participation. Is their a way to make that a bullet I've heard a few people say yes but no one seems to really know. Has anyone used it.

Volunteering - Yes. Especially if you are volunteering for this and other "similar" events.
Participating Individually - Maybe. Using this with "other" events can show a "dedication" to fitness above and beyond the traditional Army Focus & Standards.
Participating with other service members, especially unit members - Sure, why not. Shows teamwork. Shows dedication. Can potentially be used to reinforce other bullets.

I've used several of the civilian obstacle course races in fitness blocks on NCOERs in the past. It shows dedication outside of the required PT sessions.

I could see it being used either from a volunteering and participating in community activies way or as a physical fitness bullet, depending on how well they did.
