Is the crime rate in Chicago a result of officers second guessing themselves?

There is a site that focuses on violent deaths in Chicago. The place has been a mess for decades. The increases over the past year or so can be attributed to the War on Police. Say again how many years have the Dem's run the city?

Mayor Emmanuel is correct when he says that the police are not as active as they might be because of the threat of reprecussions from the city.
He also made it worse by publicly stating that. He just empowered bad behavior on the part of both the police and the citizenry. Having diagnosed the problem, he shows a lack of grasp as to the why of the problem.

Perhaps it is a contributing factor these days, yet Chicago has had problems for decades. Entitlement mentality, corruption of officials at all levels (really, how many other States can say that 4 of the last 7 governors have been to prison?), and a huge divide between the haves and the have nots. And then the drugs and all that goes along with it. I've lived in the Chicago area for 20+ years and I'm sick of it - I cannot wait to move. I'm pulling the ejection handle when my youngest goes to college.
And on the blame the cops part? Hardly. Although I'd be thinking twice about enforcing the law if I was a cop - really, do you want to have your career (and life) ruined if you shoot some dude who happens to be a bad guy who was "turning his life around"? Screw that.
