Just got this in an email and thought I would share.
The SecArmy approved Army Directive 2014-06 revising Army
policies of the
Qualitative Management Program (QMP) that are applicable
to RA and USAR
(AGR) Soldiers.
The QMP identifies NCOs for denial of continued service
when their performance, conduct, or potential for
advancement do not meet
Army standards.
The revised QMP policy includes the following changes:
(1) Expands
eligibility to include SSG and above, regardless of total years
of active federal service;
(2) Screening
procedures now include consideration of official documents
(poor performance or misconduct) in the Soldier's current
grade, for
permanent filing in either the performance or restricted
folder of the Army
Military Human Resource Record (AMHRR)
(3) Subject the
following NCOs to the QMP process when they fail to qualify
themselves for promotion consideration to the next grade
because they have
not completed the appropriate level of Noncommissioned
Officer Education
System (i.e. SSGs upon attainment of 48 months time in
grade (TIG) without
having graduated the Advanced Leaders Course; SFCs upon
attainment of 48
months TIG without having graduated the Senior Leaders
Course.)
Our plan will roll-out application of these new policies
by considering
affected CSM/SGM/1SG/MSG beginning with the upcoming FY14
SGM Training and
Selection Board (Jun 14); affected SFC will begin with
the FY15 MSG Board
(Feb 15); and affected SSGs will begin with the FY15 SFC
Board (Jun 15).
This is right for our Army as we execute the drawdown and
continue to
emphasize accountability.
NCOs who have failed to complete NCOES need to
get it done - need your help to spread the word.
