Why can't I receive benefits from the VA since my decreased husband was receiving 30% benefits and was waiting on increase before he passed away I am looking for help

Marlene, to answer the question in the back of your mind about "what happens to the claim since he passed away", let me direct you to a website* that should have answers to your questions. Bottom line: the claim should continue until a determination is made, but might need you to keep checking on it to make sure it continues.
As for resources and such, the DAV has a good laydown* of what benefits are available to the family of deceased veterans. While 'benefits' is often thought of as "a payment from the VA", there are many other ones that you may be eligible for though the VA (if you're not eligible for TRICARE health insurance then you may be eligible for CHAMPVA health insurance though the VA, possible educational/training benefits, etc).
Because your husband was rated at 30%, a lot will depend on "HOW" he passed away. If his service connected injury/illness was responsible, or at least contributed to, his passing, then there are benefits you should have received (Dependency and Indemnity Compensation (DIC), increased etc). Others you should receive regardless of the reasons for his death.
As SGT Charlie Lee said, contact a Veteran's Service Organization (VSO) for assistance. There are many VSOs that can help.
