Yes they were CSM, there were many notices, along with Command related information releases regarding what to expect.

FAQ on this deferral.
"Beginning in January 2021, your LES will include the monthly collection amount in addition to a note in the remarks section that shows the remaining balance of deferred Social Security taxes."
Generally, you can multiply your basic pay received in any given month by .062 (6.2%) to calculate your social security tax liability for that month. Repeat this each month, September through December to determine the total amount of deferred taxes that will be collected in 2021. Note: If you made Montgomery GI Bill (MGIB) contributions, your social security tax liability is reduced and is calculated slightly different.
There's an example in there with breakdowns. But for some people - losing $50 or $100 a month could impact them. No one knows everyone's situation. Hopefully people saved and planned but we don't know everyone's situation.
