Canada's liberal and conservative governments over the last two decades have Shrugged off being part of a missile defense system that the US now has in place. Though they have people in NORAD and the executive officer is Canadian, they would rather spend money on trying to mitigate climate change instead of putting in their 2% toward defense. Canada, California and the EU have their head stuck in their 5th point of contact worrying about climate change and putting carbon taxes on his people but Canada and the EU don't do enough to fund their militaries. A nuclear attack would destroy their climate change model because it would be global cooling and the price of fuel would go up hurting their economies but they don't care they're since they are obsessed trying to save the planet that may end up having nuclear Winters.
