As Nancy Pelosi famously (or infamously declared during passage of Obamacare), "We'll have to pass it to see what's in it." What she meant was that we'd have to wait for the bureaucrats to interpret the law (The Affordable Care Act) and tell us how they were going to implement it. In so doing, they were going to "legislate" the various rules and regulations needed to administer and adjudicate the Act. That's right. The bureaucrats usurped all three functions of government, Legislative (using rules and regulations), Executive (to administer the act), and judicial (to adjudicate disputes arising from the act). Congress only provided the skeleton of Obamacare. The bureaucrats added the organs and the skin. We the People are sovereign, but we don't exercise sovereignty.
