Not knowing how the parking situation is in DC, I avoid it altogether by parking at one end of the Subway System where you are allowed to park all day and take Mass Transit into DC proper. I am guessing residents don't have that option.

I do not know if this is true, or a BS bar story. I have a Marine officer buddy who claims to have been issued a ticket for parking in a no parking zone on the mall near the Museum of Natural History. It was a holiday weekend and there wasn't a legal parking space within miles. A radio advisory was telling people to park at outlying metro station and use the metro to get to the mall.

The reason he stopped, he got a flat and was in the process of changing the tire when he was ticketed. Holiday weekend, the fine is doubled, $200.
