I'm curious of the legality of this as in warning inhabits to flee and then the follow-up strike -collateral damage is not so incidental. I think this as well was/is the case with Israel where ground troops would knock on the doors and say you've got 10 minutes before a building was leveled. Hamas then started telling people to go stand on the roofs to deter 'roof knocking' tactics. I can being used as well with ISIS in ordering people - women and children - up to the roofs. As well telling people you've got 5 mikes before I blow-up your home may help in creating sympathizers of ISIS. ISIS using this fuel to recruit. US just killed your mom - you want to get back? Join ISIS. I think roof knocking and 'Let's make war beautiful again' logic is flawed.
