I've said it elsewhere and I find myself doing a repost.
.
All congress has to do is float a "Declaration of War". If it passes then the President will be required to pursue the conflict. Congress seems to have forgotten their basic responsibilities.
Article I, Section 8, Clause 11 of the United States Constitution, sometimes referred to as the War Powers Clause, vests in the Congress the power to declare war.
NOT the President.

The Soviet Union and now Russia has been in Syria since before the Cold War and the 1970s. This is not a new relationship. 1SG (Join to see)

LTC (Join to see) my reference was to Russia since the Cold War, which is of interest because it is the first intervention outside of former Soviet Union.
Time will reveal whether this is of consequence.
Maybe the professionals don't know anything.

SFC Bernard Walko they are an activist wing of the Democrats. If Trump added more Soldiers to the Middle East the Lwft would call him a war monger. Again, it illustrates that liberalism is a mental disorder.
