Trudeau government hands out $223M to fight climate change in the Americas and the Caribbean

For those of you who have been in Army Civil Affairs or working for NGOs, don't you think that without monitoring the money and no terms of use agreement, this money will go into the politicians and military pocket of the beneficiary country and maybe go to the close friends but it won't get to where it's supposed to go? That is my fear. The Canadian military is broken and they don't even have the money to buy modern jets and their navy has rusting out navy ships but yet they're giving this much money away to third world countries. I guess to Canada climate change is the biggest threat to civilization but they can't give about 1.2% of GDP toward NATO defense even though they're supposed to be 2% in their budget allocated for that. I'm wondering if Democrats get into the White House if they will think the same way?
