I well remember this my friend SCPO Morris Ramsey In 1939 most nations had no idea that the Nazi's were embarking on genocide and they blindly ignored the plight of the Jews.
In one sense it was remarkable the Nazi's allowed Jews and others to emigrate in 1939.
Cuba turned them away, unsurprisingly FDR ignored the pleas.

"On 13 May 1939, more than 900 Jews fled Germany aboard a luxury cruise liner, the SS St Louis. They hoped to reach Cuba and then travel to the US - but were turned away in Havana and forced to return to Europe, where more than 250 were killed by the Nazis."
